TSA’s Building Blocks: Delivering Accelerated Family Planning in Pakistan (DAFPAK - PSSD)

TheDelivering Accelerated Family Planning in Pakistan–Public Sector ServiceDelivery (DAFPAK-PSSD)initiative (2019–2024) is a transformative project aimed atstrengthening family planning (FP) systems in Pakistan. Led by Palladium in partnership withPathfinder, and implemented across 20 districts in Sindh, Punjab, and Khyber Pakhtunkhwa,DAFPAK-PSSDis setting new benchmarks in reproductive health services and systemsstrengthening.

Key Achievements of DAFPAK-PSSD

  1. Comprehensive Training Programs:
    1. Developed and disseminated training manuals such as theStandardized andComprehensive Family Planning Manualand theProvider-Initiated FamilyPlanning (PIFP) Manual.
    2. Trained 13,000+ Lady Health Workers (LHWs) and their supervisors in 13Sindh districts.
    3. Equipped PPHI staff in 30 districts with PIFP skills, enhancing servicedelivery at 400 Basic Health Units.
  2. Strengthening Provincial and District-Level Systems:
    1. Established aTechnical Advisory Group (TAG)to ensure strategic guidancefor FP interventions.
    2. Improved FP data analysis and interpretation systems to enhance decision-making.
    3. Conducted a rapid assessment of the supply chain to identify gaps andimplement solutions.
  3. Roadmap Development:
    1. Provided technical assistance to develop the FP2030 Roadmap for Sindh,aligning goals with globalbest practices.
    2. Introduced a Results-Based Management (RBM) framework to improveaccountability and performance tracking.
  4. Community and Provider Engagement:
    1. Improved FP counseling and referral linkages through targeted trainingprograms.
    2. Established Village Health Committees (VHCs) to promote localengagement and sustainability.

  • Punjab:Muzaffargarh, Khanewal, Layyah, Kasur, Sheikhupura, Gujranwala.
  • Khyber Pakhtunkhwa:Nowshera, Swabi, Mardan, Charsadda.

Impactful Collaborations

  • Partnered with the Department of Health (DoH), Sindh, to integrate DAFPAK-PSSDpractices into existing programs, endorsed by the Minister of Health and Population,Dr. Azra Fazal Pechuho.
  • Facilitated PPHI staff training to implementProvider-Initiated FPservices, ensuringhigh-quality family planning access across Sindh.

Impactful Collaborations

Through its phased implementation, DAFPAK-PSSD emphasizes scalability andsustainability:

  • Phase 1:Established foundational structures like TAGs, Skills Labs, and FP-focusedtraining.
  • Phase 2:Enhanced provincial-level systems, developed FP2030 strategies, andimproved supply chain mechanisms.
  • Phase 3:Focused on district-level interventions, improving FP coordination, data use,and access to quality services.
